“Suspicious” death of Abu Saad to investigate by CHR 


CEBU CITY–The Commission on Human Rights in Central Visayas (CHR-7) was supposed to commend the police for arresting a remnant of the Abu Sayyaf Group (ASG) in Bohol on Thursday alive and without a single scratch on the body.

But in a sudden turn of events, the police in Bohol face an indepth probe after Saad Samad Kiram, alias Abu Saad, was killed three hours after he allegedly escaped from police custody.



CHR-7 Director Arvin Odron found the claim of the police “suspicious” and hence worthy of investigation.


“The person was already arrested, and yet why did he die? That is death in the hands of a law enforcement body or the government, the same entity which is supposed to serve and protect its people regardless of status, whether criminal or not,” he told the Inquirer over the phone."



“He (Kiram) was a suspected terrorist. The police should know that he, at any time, might escape or fight back. They should not have given him the opportunity to escape (if there really was an attempt to flee),” he added.


Odron was in Manila to attend the 30th founding anniversary of the CHR.


He said he would talk to CHR chairman Chito Gascon regarding the matter.


In the meantime, the commission starts to gather information surrounding the death of Kiram.Odron said they will also coordinate with the National Bureau of Investigation (NBI) to the conduct of an autopsy on Kiram’s body.



“We want to know the trajectory of the bullets that hit him (Kiram). We will determine whether or not he was shot at close range and all other details on the manner he was shot,” he said.
CHR-7 investigators went to Bohol on Friday to secure a copy of the official police report on Kiram’s death to jumpstart their investigation.

“Yesterday, the man was arrested. Today he is dead,” he said.


“Not because he was a suspected terrorist that he should be given an (inhumane) treatment. We must remember that he still is a human being,” he added.


Kiram, one of the three remaining bandits in Bohol, was arrested in Barangay Tanawan, Tubigon town on Thursday morning after he went out of hiding to look for food.


After he was interrogated at the Bohol Provincial Police Office (BPPO),


Kiram was transported to the Bohol District Jail around 1 a.m. on FridayHe was reportedly inside the van with three escorts.

When they reached Cabawan District—about 300 meters from the Bohol District Jail, Kiram sought permission for him to defecate in a grassy area.


However, police claimed that Kiram ran away.


When cornered, he allegedly engaged the policemen in a fistfight.


Kiram was eventually shot by the police in the leg, chest, and head.


Odron said the circumstances surrounding Kiram’s death is highly questionable.



“If he were to defecate, the police should have dropped by the nearest police station. What happened create a thinking that he (Kiram) was asked to ran and then he was shot,” he said.

BUTUAN CITY - Environmentalists of the Caraga Region disappointed in the scrapping of the Commission on Appointments (CA) on the appointment of former Department of Environment and Natural Resources (DENR) Secretary Gina Lopez.


According to environmentalist of Caraganon Atty. Josefe Sorrera-Ty, dean of the College of Law of the Father Saturnino Urios University, Lopez is the best with her extra ordinary capacity to remedy would have been extraordinary in nature damaged as a result of irresponsible mining.  

The commission failed to see the extraordinary leadership abilities of Lopez, so he called the members of the CA commission with no heart that cannot protect the environment.

Atty. Ty added, there's no other factors were found by rejecting Lopez it so obvious that CA commissions protects only their personal interests.

DAVAO - President Rodrigo 'Roa' Duterte is frustrated abolish the Commission on Appointments (CA) on the appointment of Gina Lopez as secretary of the Department of Environment and Natural Resources (DENR).


This is the statement of the president in his speech at the opening ceremony of the midyear convention of the Philippine Orthopedic Association at the SMX Convention Center in Lanang, Davao City.


"According to President Duterte, he like of Lopez perseverance to save the environment from destructive mining. "

But the president also admitted that he could not "control" the CA, reason cannot prevent to remove Lopez from office of the secretary.

PRES. DUTERTE ‘Give me 3 years to stabilize the country’

DAVAO CITY - asked for additional time President Rodrigo Duterte to fix the country's problems particularly regarding corruption and illegal drugs.


According to Duterte, who initially promised to the people during the campaign to end the corruption and illegal drugs and criminality in just three to six months.



"He said he never stops finding ways to resolve the country's problems."

The President told in several times that he did not expect to really re-aggravated the problem of the country about illegal drugs.

Helicopter crashed, subject to review before the incident.

According to Philippine Air Force (PAF), it passed in air worthiness test the helicopter crash in Tanay, Rizal.


Col. Antonio Francisco, PAF spokesman, regularly pass their aircraft in the corresponding inspection before allowed to fly.


PAF made the statement , following the death of three people and the wounding of another personnel on a Huey helicopter conducting air to ground disaster rescue operations training.


Some considered the cause of the collapse was the weather and the situation at the scene of the incident.

Abu Omar was captured yesterday morning after it asked for a meal in one of the residents of Brgy. Tan-awan in the town of Tubigon, but now dead.


Tagbilaran City - Saad Samad Kiram alias “Abu Saad" had been killed, Kiram is a member of the Abu Sayyaf Group (ASG) that initially caught yesterday in Brgy. Tan-awan, Tubigon in Bohol province allegedly fled early dawn in Bohol Provincial Police Office (BPPO) transport to BJMP Jail.

Regional Office-7 director Chief Supt. Noli Brains, at 2:00 o'clock early in the morning, while the Abu Sayyaf member moved towards the town of Cortes where it is confined to the jail facility (BJMP), allegedly asked Abu Saad to stop them because of the call of nature (magbawas ng karamdaman).

This allegedly allowed his escort and he unloaded on his handcuffs.

Just surprised by the authorities since long to come back so they searched it.
"Dahil sa medyo raw masukal ang lugar ay umabot sa dalawang oras ang kanilang paghahanap."

General said, inagaw umano ni Abu Saad one of the guns of his escort and there was the exchange of gunfire.

"Allegedly tried to bring it to the hospital but was declared dead on arrival."

Suspected Abu Sayyaf bandit Saad Samad Kiram arrested in Tubigon Thursday Morning



Bohol Provincial Police Office (BPPO) confirmed the arrest of a suspected Abu Sayyaf bandit at a remote village in Tubigon at 7 a.m. on Thursday.



The Abu Sayyaf member, identified as Saad Samad Kiram, 36, alias “Abu Saad,” was allegedly armed with a pistol but did not resist arrest, said a BPPO Provincial Intelligence Branch police officer who spoke in condition of anonymity.


"According to the source, Kiram asked residents in Barangay Tan-awan, Tubigon for food prior to the arrest at 7 a.m. The son of a female villager reportedly obliged and fed the bandit while the woman secretly left their house to notify soldiers stationed near the area."
 Kiram is now under the custody of security forces and has been transferred to Camp Bernido in Tagbilaran City for interrogation..



Reports on the arrest of the militant has also been confirmed by the Criminal Investigation and Detection Group-7 which is already mulling the filing of charges against the arrested bandit.





"The military has yet to release an official statement regarding the incident."


Prior to the arrest of Kiram, authorities had noted that there are three Abu Sayyaf militants left in the province following clashes between the bandit group and government troops in Inabanga and Clarin last month.
